Despite its utility, hemp seemed always to be falling short of its economic potential. When the East-land merchant venture floundered early in the seventeenth century, King James I asked the Commission on Trade why the dressing of hemp was no longer handled by English laborers who needed the work, and he was told:

Our Eastland Merchants in former tymes did lade their Shipps with Hempe and Flax rough dressed in great Quantities, which did not onlie helpe them much in their Retornes, but did also set great Numbers of our People on work with dressing the same, and converting the same into Lynnen Cloth, which kind of Trade we understand is of late almost given over, by bringing in of Hemp and Flax ready dressed, and that for the most part by Strangers. 44
